Situated in Hangzhou the capital city of Zhejiang Province and founded in 1978, China Jiliang University (CJLU, formerly the China Institute of Metrology) is the only university qualified to offer Bachelor and Master degrees in the sectors of Quality Supervision, Inspection and Quarantine in China.

The students of CJLU come from throughout China. The University has 1 Division of Physical Education and 11 colleges as follows: the College of Metrological Technology and Engineering, the College of Mechatronics Engineering, the College of Information Engineering, the College of Sciences, the College of Management, the College of Life Sciences, the College of Foreign Languages, the College of Law, the College of Humanities & Social Sciences, the College of Modern Science & Technology, and the College of Continuing Education. It offers 29 undergraduate programs ranging over 6 academic subjects in engineering, management, law, arts, science, and economics. With a full-time faculty and staff of 1,020 (including over 650 faculty members), the University enrolls around 13,000 full-time students. The University owns a strong teaching and research team. Among them, over 35 faculty members hold titles of state outstanding contribution young and middle-aged specialists or specialists who share special government subsidies. Faculty members with master and doctoral degrees account for 70%; and professors and associate professors account for 34% of the total number of faculty members. The University hires Professor Wang Daheng (academician of CAS and CAE), Professor Chen Xingdan (academician of CAS), Professor Li Tongbao (academician of CAE), and other famous specialists or professors as its guest professors and part-time professors to give regular lectures at the University. This has been a strong support to guarantee the University’s talent cultivation.

CJLU regards disciplinary development as its leading task and places emphasis on developing disciplinary features. It owns 4 state-level AQSIQ (the General Administration of Quality Supervision, Inspection & Quarantine of P.R. China) key disciplines, 3 Zhejiang Province key disciplines or disciplines receiving key financial support, and 4 key majors of Zhejiang Province. It offers special professorship posts in the 2 disciplines of Metrological Technology & Instrumentation and Optical Engineering. The University owns 4 state-level AQSIQ key laboratories, 2 exemplary laboratory instruction centers of Zhejiang Province, and 9 university-level research institutes (centers). The University library houses over 1.04 million volumes of books with a regular subscription of around 1,831 Chinese and foreign periodicals. It has established relations for academic exchange and cooperation with famous colleges and universities in the U.S.A., France, Russia, Germany, Italy, Australia, and famous universities in China such as Zhejiang University and Shanghai Jiaotong University.

CJLU has placed a firm focus on its teaching. In exploring new talent cultivation modes, it has been actively promoting the credit system, the flexible schooling length system, the major/minor system, and the dual degree system. It has established special funds for curriculum development and encourages students to take inter-collegiate courses outside campus. The University runs pilot programs with an aim to educate “technical talents who master management knowledge” and “management talents who master engineering technology”. For many successive years, the University has been ranked among top schools in terms of undergraduate placement rate in Zhejiang Province. It is one of the 5 colleges and universities in Zhejiang Province whose graduated students are accepted by the city of Shanghai. Its students have owned favorable comments from all employers especially those of the standardization, metrology, testing and measurement, quality management, information industry, and military lines.

Covering an area of 1,180 Chinese mu (an equivalent of about 195 acres) and located in the Xiasha Higher Education Distric in Hangzhou, CJLU’s new campus is modern and unique in design with a simple and bright architectural style. It is a beautiful and tranquil campus equipped with modern teaching and research facilities and a sound campus computer network that facilitates automatic office work. The then Chinese Premier Mr. Li Lanqing commented during his visit to CJLU in April 2002 to say: “This is a modern university. We must run it well.”

In recalling our history, we find we’ve made remarkable achievements. As we look ahead, we see an even brighter future. The ten-year development plan of CJLU (yrs 2001-2010) that has been implemented in the new century points out that after ten years’ hard efforts CJLU will be developed into a key teaching and research university of Zhejiang Province with featured programs in Quality Supervision, Inspection and Quarantine and with well-coordinated development in diversified academic subjects.
