IV. Personal Financial Management/ Banking Guide
1. ATM / Credit Card
ATM (Automatic Teller Machine) service is provided in China. On some of the ATMs,
debit cards (such as Cirrus and Plus debit cards) issued by the overseas banks can
be used. Generally you can draw cash with the drawing account. Before entering China,
you should make your family members know your current account number for them to
deposit money at any time you are in need. Furthermore, make sure that you have
other means to get money besides the ATM.
2. Credit Card
In China, some of the large hotels, restaurants and department stores can do business
with the five international credit cards, i.e. Master, Visa, Diners, American Express
and JCB. But on many occasions, only cash can be used.
3. Traveler’s Check
At Bank of China, you can change the traveler’s checks issued by the major commercial
banks and the companies of traveler’s checks of the United States, United Kingdom,
Canada, Japan, France, Germany, Switzerland and Hong Kong.
However, the Bank of China is the only commercial institute that will accept traveler’s
checks. So use of traveler’s checks in mainland China is very limited.
4. Local Bank Account
International students can open accounts of RMB or some major foreign currency in Bank
of China and do depositing or drawing business with deposit books, deposit receipts or
credit cards. When you travel in China, you can withdraw money with credit card, but
you must take enough cash with you for emergency.
5. Foreign Currency Exchange
In China there are many places providing service of exchanges of some major foreign
currencies. Bank will be the best and safest place for you to choose. It provides
official exchange rates and takes reasonable service charges. Airports and some great
hotels also provide services for exchange of foreign currency. For exchanging foreign
currency, your passport shall be shown.
You can take a portable calculator with you to check with the receipt, whether the
exchange is correct or not. While you make foreign currency exchange on ATM with
credit card or other bank cards, sometimes you cannot know the exchange rate and the
amount of service charge on site. You can check the receipt carefully after the exchange.
If the service charge is too high, you can avoid using it once again.
Before leaving your country, you’d better know well the related exchange rates.
Note that RMB generally cannot be used out of China. You must keep well the bank
statement every time after exchange of foreign currency to RMB. According to the
regulations of the government, if foreign currency is exchanged to RMB, only up to 50%
of the amount can be exchanged back to the foreign currency, and the original exchange
voucher shall be shown. (For example, if you have exchanged 100 US dollars to RMB,
you can only exchange the RMB with the value of $ 50 back to US dollars, and you
shall provide the original exchange voucher). Re-exchange of RMB into US dollars
can only be made in Zhejiang Branch of Bank of China.
Please don’t make foreign currency exchange at any place other than those designated
by the government. Such kind of exchange is illegal and may cause loss to your interests.
And those involved in the exchange may be accused of breaking the relevant laws of
foreign currency exchange.
6. Pay attention to property safety
