China Jiliang University (CJLU) is a multidisciplinary university distinctive for its focus on metrology, standards, quality, market regulation, inspection and quarantine. The university traces its origins back to 1978, when it was established as Hangzhou Metrology School by the State Metrology Bureau. In 1985, it was upgraded to China Institute of Metrology with the approval of the Ministry of Education, and in 2016, it was renamed China Jiliang University. Since 2019, CJLU has been jointly supported by the People's Government of Zhejiang Province and the State Administration for Market Regulation, and has been recognized as a key university in Zhejiang Province. In 2021, CJLU was authorized to confer doctoral degrees by the Academic Degrees Committee of the State Council, and in 2023, it successfully established two postdoctoral research stations in Instrument Science and Technology and Optical Engineering.
CJLU offers 2 doctoral programs in first-level disciplines, 15 master's degree programs in first-level disciplines and 11 professional master’s degree programs. The university has 9 first-class disciplines in Zhejiang Province, with 4 disciplines ranked in the top 1% globally by ESI. CJLU boasts 18 national first-class undergraduate programs, 4 national characteristic programs, 1 national pilot program for comprehensive reform, and 9 programs accredited by the National Engineering Education Accreditation. Additionally, it has 24 provincial first-class undergraduate programs, 7 provincial superior programs, 12 provincial characteristic programs, and 5 programs under the Ministry of Education's "Excellent Engineer Education and Training Program". CJLU also offers 14 national first-class courses, along with 7 national-level excellent courses, resource-sharing courses, and bilingual teaching demonstration courses. The university has 145 provincial first-class courses and 22 provincial excellent courses. It is home to 1 national experimental teaching demonstration center, 1 national virtual simulation experimental teaching center, and 14 provincial experimental teaching demonstration centers. CJLU also hosts 1 national experimental zone for talent cultivation model innovation and 1 national joint training demonstration base for professional master's degree in engineering, along with 7 provincial-level joint training bases.
CJLU has 19 colleges (departments or centers) and currently enrolls over 18,000 full-time undergraduate students, nearly 5,000 graduate students, and over 400 international students. The university has a faculty of nearly 1,500 members, including approximately 700 with senior professional titles, and 78% of the faculty hold doctoral degrees. CJLU has over 20 national-level talents, and more than 80 provincial and ministerial-level talents. It boasts 1 National Huang Danian-style University Teaching Team, 1 State-level Teaching Team, 1 Zhejiang Provincial Huang Danian-style University Teaching Team, and 6 provincial and ministerial-level teaching teams. CJLU has won the world's first and only "ISO Award for Higher Education in Standardization" and has received 43 national and provincial teaching achievement awards.
CJLU has over 40 research platforms at the provincial and ministerial levels or above, including the National Center for Quality Inspection, the Key Laboratory of the State Administration for Market Regulation, the National Base for International Science and Technology Cooperation, the National-Local Joint Engineering Laboratory, the Engineering Research Center of the Ministry of Education, the Key Laboratory of Zhejiang Province, the Engineering Laboratory of Zhejiang Province (Engineering Research Center), the New University Think Tank of Zhejiang Province, and the 2011 Collaborative Innovation Center of Zhejiang Province. CJLU has also established 35 high-level research institutes. As a key participating unit, CJLU has contributed to the development and construction of the national major scientific and technological infrastructure project "Ultra-high Sensitivity Measurement Device for Very Weak Magnetic Field and Inertia". The university has won 3 second prizes of the National Science and Technology Awards and over 100 provincial and ministerial-level awards. In 2022, the National University Science and Technology Park of China Jiliang University was recognized as an Academician Workstation of Zhejiang Province.
CJLU has been recognized among the "National Top 50 Universities with Typical Experiences in Innovation and Entrepreneurship", the "Demonstration Entrepreneurship Colleges of Regular Higher Education Institutions in Zhejiang Province", and the "National Intellectual Property Pilot Universities". Over the past five years, the undergraduate employment rate has consistently ranked in the top five among key universities in Zhejiang Province. CJLU students have achieved top honors, including the Special Prize in the "Challenge Cup" National College Student Extracurricular Academic Science and Technology Competition, the Gold Medal in the China "Internet+" College Students Innovation and Entrepreneurship Competition, and consistently ranking among the top in the National Mathematical Contest in Modeling, placing first in Zhejiang Province. The university has also won the First Prize for National Outstanding Achievements in University Campus Culture Construction. The original large-scale dance epic "Metrology through Thousands of Years" was selected as part of the 2023 Zhejiang Province University Original Cultural Promotion Initiative. CJLU is home to several high-level industry talent training bases, including the National Demonstration Base for Cultivating Innovative Talents, the National Research Base for Metrology & Rule of Law, the ISO International Standardization Training Base (Hangzhou), and the International Standardization Talent Training Base. In 2023, CJLU was successfully designated as one of Zhejiang Province's first "University Training Bases for Cadres". The university has conducted specialized training in metrology, standards, and quality for industry professionals, with over 40,000 participants to date.
CJLU works closely with the State Administration for Market Regulation, its affiliated units, and local market regulation departments. The university actively serves as the secretariat for the Expert Advisory Committee on National Metrology Strategy and has developed strategic partnerships with the National Institute of Metrology, China, the China Academy of Inspection and Quarantine, the Zhejiang Provincial Administration for Market Regulation, as well as the market regulation bureaus of Hainan, Anhui, Shanxi, and Inner Mongolia. CJLU has established 9 local research institutes and 19 technology transfer institutions, and it has been recognized as one of the top 100 universities in China for technology transfer (ranking third in Zhejiang Province). As the leading institution, CJLU, together with 13 other universities, has initiated the "Yangtze River Delta Alliance of High-Level Universities with Industry-Specific Characteristics."
CJLU continuously expands its international exchanges and cooperation, having established partnerships with over 60 universities and research institutions worldwide. The university offers 2 undergraduate programs and 1 master's program in collaboration with foreign institutions. CJLU has founded the Confucius Institute at the University of Finance and Administration in Prague, the Zhejiang-Czech Prague Silk Road Institute, the Zhejiang-Czech Center for People-to-People and Cultural Exchanges, and the Research Institute for Central and Eastern Europe. CJLU spearheaded the establishment of the world's first "Belt and Road" University Alliance for Standardization Education and Research (B&RUAS), which now includes 119 universities from 36 countries. The university has also established the "Belt and Road" College, attracting students from 35 countries, including Russia, France, Morocco, Mongolia, and Uzbekistan, with over 90% of the students coming from countries along the Belt and Road.
Facing the new journey towards the second centenary, CJLU remains guided by the important instructions given by Comrade Xi Jinping during his visit to the university in 2004. By thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China and fully adhering to the fundamental mission of fostering virtue through education, CJLU upholds the motto "Developing national economy by metrology; Improving people's livelihood through measurement". CJLU is making determined efforts to build itself into a distinctive and internationally renowned high-level university.
