Recently, it is learned from State Administration for Market Regulation (SAMR) and Administration for Market Regulation of Zhejiang Province, International Organization for Standardization (ISO) officially approved the establishment of Technical Committee of Transaction Assurance in E-commerce (ISO/TC321), and decided that the Secretariat of the Committee is undertaken by National Center for Quality Monitoring and Disposal of E-commerce Products under the authority of Administration for Market Regulation of Hangzhou. Professor Song Mingshun, President of China Jiliang University (CJLU) takes the first Chair of ISO/TC321.
Apart from presiding over ISO/TC321, CJLU will give full play to its scientific research advantages on specific disciplines, and participate in the construction of ISO/TC321 Secretariat as a major partner.
ISO/TC321 will be dedicated to effectively guarantee development and promotion of international standards in aspects such as identity authenticity of e-commerce vendors and suppliers, accessibility to e-commerce platforms, and commodity quality. Nowadays, Zhejiang Province is vigorously carrying out “No. 1 Project” of Digital Economy, which is an important strategic decision of the CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province for pushing forward high-quality development, enhancing competitiveness, marching towards modernization and realizing “Two High Levels”. “No. 1 Project” of Digital Economy proposes to innovate e-commerce service model, accelerate innovative development of electronic World Trade Platform (eWTP), cross-border e-commerce, new retail, smart logistics, etc., and build a new-type trade center. Under this background, the Secretariat of ISO/TC321 settling down at Hangzhou, Zhejiang Province is of special significance.
Countries all over the world are competing over strategic innovation sources such as talents, patents, standards and so on. Technology patentization, patent standardization, standards industrialization and standards internationalization have always been major strategies of independent innovation. Assuming the responsibility of Chair of ISO/TC321 is another important breakthrough of strategic support work of international standardization that has been carried out by CJLU for so many years.
CJLU leads high-level development of relevant disciplines with international standards. There are corresponding discipline platforms, research teams and research basis, as well as corresponding master and undergraduate majors in the field of e-commerce standardization in College of Economics and Management and College of Information Engineering. The major supporting discipline “Management Science and Engineering” is honored as the First-class Category A Discipline of Zhejiang Province. CJLU has also established “E-commerce Standardization Research Center”.
Next, CJLU will carry out standards development, scientific research and social service in fields of integration mode and operation mechanism of manufacturing enterprises and e-commerce, e-commerce service standardization, risk analysis and evaluation of e-commerce quality, economic benefit measurement and evaluation of e-commerce standards, centering on “e-commerce quality management and standardization” through co-establishing Technical Committee of Transaction Assurance in E-commerce and E-commerce Standardization Research Center.
