ISO/TC 321 was officially established in Hangzhou

International Standardization Technical Committee for Transaction Assurance in E-commerce (ISO/TC 321) was officially established in Hangzhou on November 5. This is the first international standardization technical committee established in the e-commerce field in China, and one of the several international standardization technical committees whose secretariats are based in China. The Chair of ISO/TC 321 is Professor Song Mingshun, president of China Jiliang University, and the secretariat of ISO/TC 321 is undertaken by Hangzhou Center for National E-commerce Products Quality Monitoring and Disposal governed by Hangzhou Municipal Market Supervision Bureau.

Qin Yizhi, deputy director general of State Administration for Market Regulation and Wang Wenxu, deputy governor of Zhejiang Provincial Government attended the inaugural ceremony and delivered speeches. MARINKOVIC Stefan, representative of International Organization for Standardization (ISO) and Alain Costes, director of Association Francaise de Normalisation (AFNOR) delivered speeches. Over 200 people including representatives from P-members and O-members, leaders and experts in the standardization sector and delegates from famous enterprises witnessed the establishment of ISO/TC 321.

ISO/TC 321 is the first international standardization technical committee whose secretariat is based in Zhejiang province. The scope of ISO/TC 321 is the standardization in the field of transaction assurance and upstream/downstream directly related processes in e-commerce. Up to now, ISO/TC 321 has 15 P-members including China, France, Russian Federation, Germany, India, Japan, Korea, Singapore, Cameroon, Benin, Saudi Arabia etc. and 17 O-members including United States, United Kingdom, Australia, Italy, etc. In future, members will further expand.

Centering on development of standards on transaction assurance in e-commerce, ISO/TC 321 is committed to effectively guaranteeing the authenticity of suppliers and e-stores in relation to their cyberspace and physical entities, easier access to e-platforms and e-stores, online commodity quality, etc. With deliverables of ISO/TC 321, transaction parties can sell and purchase any qualified commodities and services at any location and at any time without technical obstacles as far as possible; small and medium-sized enterprises can deliver products and services to consumers more normatively; and consumers can enjoy greater product diversity and shopping convenience.

“Those who have standards have everything”, said Song Mingshun. From extensive and disorderly development to normative and integrated development, standards have more and more become the high ground of industry development. As the only university distinctive for its metrology, standards, quality, market regulation, inspection and quarantine in China, China Jiliang University (CJLU) plays an important role in the standardization of e-commerce. Not only education and practice in e-commerce are integrated into majors design, but also CJLU Research Center for E-commerce Standardization fully displays advantages of digital economy and e-commerce in Zhejiang province. “The e-commerce standardization research of this Center has won recognition and praise of international peers, and that’s one of the reasons that secretariat of ISO/TC 321 is based at Hangzhou”, said Song Mingshun.

During the inaugural ceremony, two forums focusing on the future development trends of e-commerce standardization were held. Experts, scholars and enterprises executives in the field of e-commerce standardization around the world discussed and looked forward to the promotion of e-commerce development by standards.
