On May 28, 159 scientific and technological innovations in industrial metrology were officially released at China Jiliang University (CJLU) during the "World Metrology Day" in 2023. The latest scientific and technological innovations in industrial metrology include 45 in new generation information technology industries, 69 in high-end equipment manufacturing industries, 18 in new materials and green and low-carbon industries, and 27 in agriculture and life and health industries.
The ceremony was attended by Pu Changcheng, chair of Chinese Society for Measurement, former deputy director-general of General Administration of Quality Supervision, Inspection and Quarantine of the People‘s Republic of China, and deputy director of National Metrology Strategy Experts Advisory Committee; Zhuang Songlin, academician of Chinese Academy of Engineering and honorary president of CJLU; Tan Jiubin, academician of Chinese Academy of Engineering, expert in precision measurement and instrument engineering and deputy director of National Metrology Strategy Experts Advisory Committee; Du Yuejun, deputy director-general of department of Metrology of State Administration for Market Regulation; Fang Xiang, president of National Institute of Metrology, China and member of National Metrology Strategy Experts Advisory Committee; Yu Yongming, deputy director-general of Zhejiang Provincial Department of Education; Zhang Yiwen, deputy director-general of Zhejiang Provincial Administration for Market Regulation; Zhang Tuqiao, party secretary of CPC CJLU Committee; Ge Hongliang, vice president of CJLU, etc. Xu Jiangrong, president of CJLU, chaired the ceremony.
Academician Zhuang Songlin delivered a keynote speech entitled “Modern Optical Technology and Its Application”. He focused on the practical application of modern optical technology in manufacturing, environment, safety, medical and communication fields, combined with frontier research on high-performance spectrometers and components, COD online monitoring of water quality, homeland security, capsule endoscopic robot, terahertz technology and so on. Besides, the person in charge of Beijing Institute of Aerospace Measurement and Testing Technology and Zhan Chunlian, dean of College of Optical and Electronic Technology of CJLU also delivered keynote speeches.
The theme for World Metrology Day 2023 is “Measurements supporting the global food system”. The Chinese special theme is Measurements supporting Chinese modernization. “Measurement is an important basis for scientific and technological innovation, industrial development, international exchanges, fair trade, national defense construction and livelihood protection”, pointed out by Pu Changcheng. Focusing on comprehensive, systematic and strategic issues in metrology in the new era, the National Metrology Strategy Experts Advisory Committee gathers high-level research forces and effectively supports the development needs of the national metrology strategy. He encouraged students to study hard and make their own contributions in the field of metrology in the future.
Metrology is the cornerstone of human understanding the world, and it is also a science about measurement and its application. It plays a fundamental, guiding and strategic role in China's modernization drive. Du Yuejun stressed that it is necessary to strengthen the demand-oriented supply of metrology science and technology innovation achievements, promote the deep integration of industry-university-research-application, and strengthen the cultivation of metrology science and technology talents, so as to continuously improve the modernization level of metrology and better serve the promotion of Chinese modernization.
Yu Yongming introduced the situation of education in Zhejiang province and put forward suggestions on how metrology can serve the national strategy and economic and social development: focusing on national top priorities and leading quality development; focusing on the transformation of results and promoting metrological innovation with multiple integration; and focusing on the supply of metrology talents.
Zhang Yiwen pointed out that we should strengthen research on basic, forward-looking, pioneering and exploratory measurement technologies, implement industrial measurement enabling projects, strengthen measurement support for energy, resources and environment, actively integrate ourselves into the construction of scientific and technological innovation highland and innovation sources, and build a sound ecosystem of metrological science and technology innovation.
To develop science and technology, measurement goes first. Zhang Tuqiao said that on the new journey, as a higher education institution to cultivate metrology talents, CJLU will unswervingly adhere to the spirit of the important instructions of Comrade Xi Jinping when he inspected the university in 2004. We will take the initiative to integrate into the major national and regional strategies, give full play to CJLU’s advantages and highlight CJLU’s characteristics, promote the high-quality development of the cause, and comprehensively enhance ability to serve national market regulation.

At the same day, CJLU also held a seminar on promoting metrology scientific and technological innovation achievements so as to serve high-quality development of the industry, metrology scientific and technological innovation achievements release and auction. The conference was conducted both online and offline. This event is organized under the guidance of the State Administration for Market Regulation, co-hosted by the National Metrology Strategy Experts Advisory Committee, China Jiliang University and Zhejiang Provincial Administration for Market Supervision. It is jointly organized by the Secretariat of National Metrology Strategy Experts Advisory Committee, Zhejiang Metrology Science Research Institute and Qiantang Center of Zhejiang Universities Industry-University-Research Alliance.
