On May 20, experts gathered at China Jiliang University, celebrating the 21st World Metrology Day. Under the guidance of Metrology Department of State Administration for Market Regulation (SAMR), this event was hosted by Zhejiang Administration for Market Regulation, Hangzhou Qiantang New Area, and China Jiliang University. The event includes lectures on “measurements for global trade”, signing ceremony of China Jiliang University paired with market regulation system serving private enterprises, auction for scientific and technological achievements of metrological testing and market regulation. The event was attended both online and offline, nearly 8,000 people watching the live streaming online.
Chen Yijun, vice-governor of People's Government of Zhejiang Province attended the event. She pointed out that metrology, as a strategic basis for promoting high-quality development and modern governance, should contribute to the construction of the "important window". The CPC Zhejiang Provincial Committee and Zhejiang Provincial Government attach great importance to metrology work, and have formed a working system in which scientific metrology, legal metrology and applied metrology are promoted in a coordinated way, taking the lead nationwide. In the face of the sudden outbreak of COVID-19, metrology workers in Zhejiang province acted quickly and went to the front line to strengthen the traceability guarantee of the measurement value of infrared temperament measurement and medical equipment, thus helping enterprises to effectively solve the metrology problem in the resumption of work and production, and providing accurate and efficient services to achieve the aim of "winning both the fight against the epidemic and the resumption of work and production".
Chen Yijun stressed that we should implement the new development philosophy, plan the development of metrology during the “14th Five-Year Plan” period and beyond, and make every effort to build a modern and advanced measurement system with metrology at its core, so as to provide solid support for high-quality development and the construction of "two high-levels".
Five experts from the Expert Advisory Committee for National Metrology Strategy attended the event. They are You Zheng, academician of Chinese Academy of Engineering and vice president of Tsinghua University; Zhang Guangjun, academician of Chinese Academy of Engineering and president of Southeast University; Tan Jiubin, academician of Chinese Academy of Engineering and professor of Harbin Institute of Technology; Wang Wei, academician of Chinese Academy of Sciences and researcher of China Aerospace Science and Technology Corporation; and Zhu Suli, Yangtze River Scholar and professor of Peking University Law School. The event was also attended by Zhang Genming, Party secretary and director general of Zhejiang Administration for Market Regulation; Wu Yixin, Party Committee member and chief engineer of Zhejiang Administration for Market Regulation; Ding Tianle, top inspector of Education Department of Zhejiang Province; He Meihua, director of Hangzhou Qiantang New Area Administrative Committee; Li Peng, deputy director of Hangzhou Qiantang New Area Administrative Committee; Zhang Tuqiao, Party secretary of China Jiliang University; Song Mingshun, president of China Jiliang University; and Jin Shangzhong, vice president of China Jiliang University.
"A new round of scientific and technological revolution is bringing about major changes in the industry. New production methods, industrial forms, business models and economic growth points are constantly emerging, posing new challenges to metrology and testing technology”, said Zhang Genming, Party secretary and director general of Zhejiang Administration for Market Regulation. Next focus and efforts should be put on metrological infrastructure and platform construction, key generic metrology and testing technology research and development, and promotion of modern governance of metrology, “providing metrology support for Zhejiang province becoming an important window to fully display the superiority of the socialist system with Chinese characteristics in the new era”.
Faced with the higher expectations for metrology in the modernization of the national governance system and governance capability, said President Song Mingshun, China Jiliang University will adhere to the distinct features of metrology, standards and quality, and vigorously strengthen scientific research of digital metrology, social services and talent training, contributing to "No. 1 project" of digital economy in Zhejiang province and building Hangzhou into No. 1 city of digital economy in China.
A signing ceremony of China Jiliang University paired with market regulation system serving private enterprises was held. This cooperation signing is focused on jointly promoting the enterprise support work of "optimizing metrology, improving quality and efficiency". By giving full play to distinct features and resources of the university, China Jiliang University signed cooperation agreements with market regulation systems of Wenzhou, Jiaxing, Jinhua, Zhoushan, Taizhou and Lishui in jointly serving private enterprises. China Jiliang University will give full play to its advantages in characteristic disciplines, talents and scientific and technological resources in the fields of metrology, quality, standards, inspection and testing, certification and accreditation, intellectual property, branding, etc., to serve private enterprises, strengthen the bonds between government, industry, universities and research institutes, and provide targeted assistance for enterprises.
The theme of World Metrology Day this year is “measurements for global trade”. The special theme in China is “metrology helping to fight the epidemic and support resumption of work and production”. Experts exchanged views on the development trend of metrology in the new era, the role of precision measurement in national strategies, and the important role of metrology in supporting global trade, safeguarding national economy and people's livelihood, supporting social development, ensuring pandemic prevention and control, and supporting the resumption of work and production.
