On July 28, the 3rd B&RUAS Summit Forum on Standardization Education and Research Cooperation, an annual event of the Belt and Road University Alliance for Standardization Education and Academics (B&RUAS) initiated by China Jiliang University (CJLU), was successfully held in Qingdao. This forum was held along with Session on Capacity Building & Creating Leadership in Standardization of 2021 Qingdao Forum on International Standardization, which was organized by Qingdao University and International Standardization Training Base (Qingdao).
The forum was attended online and offline by leaders and guests from International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), International Telecommunication Union (ITU) and State Administration for Market Regulation (SAMR), as well as delegates from B&RUAS members. Attendees discussed capacity building and creating leadership in standardization, providing top-level design and intellectual support for standardization education.

Cui Gang, director-general of Department of Standards Innovative Management, SAMR; Hu Jinyan, secretary of the Communist Party of China (CPC) committee of Qingdao University; and Song Mingshun, president of China Jiliang University delivered speeches at the forum. Xia Dongwei, president of Qingdao University chaired the opening ceremony, and Yu Yongming, vice-president of Qingdao University chaired the keynote speech session.

“The development and capacity building of a country’s standardization cannot be achieved without the standardization education and scientific research. International cooperation and exchanges for standardization with universities as the main body will effectively promote cultural exchanges and economic reciprocity among different countries”, Song Mingshun said. He pointed out that B&RUAS is a platform to interconnect different countries and help cultivate talents with a universal language. B&RUAS will carry out cooperation and exchanges at a higher level and with better quality, promoting common development of global standardization education, research and talent team with stronger bonds among countries through people-to-people exchanges in standardization.
Keynote speeches were delivered by Han Linzhi, secondary inspector of the Department of Standards Innovative Management, SAMR; Li Zongwei, secondary inspector of the Qingdao Administration for Market Regulation; Bai Dianyi, researcher of China National Institute of Standardization; Ma Jing, vice president of Aerospace Information Research Institute, Chinese Academy of Sciences; Zhang Song, dean of College of Quality & Standardization, Qingdao University; Erich Kieck, head of Capacity Building Department, ISO Central Secretariat; Muhammad Imranulah, president of Abasyn University in Pakistan; and Jan-Henrik Tiedemann, head of IEC Academy and Capacity Building. The keynote speakers shared their research and experience on capacity building and creating leadership in standardization.
Declaration of the Belt and Road University Alliance for Standardization Education and Academics (Qingdao) was announced at the forum. According to the Declaration, B&RUAS will make joint contributions to take the mission of the Belt and Road Initiative in the new era through connectivity and mutual communication, firmly upholding the concept of “a community with a shared future for mankind” and promoting further development of human civilization.
117 universities from 36 countries have joined the B&RUAS since the establishment of B&RUAS in 2018. High-level forums and academic conferences such as “Forum on Standards Interconnecting China-CEEC Cooperation and Development” and “Symposium on Standards Interconnecting Belt and Road Construction” have been successfully held. B&R Regional Standardization Research Center, a Key Think Tank of Zhejiang Province has been established. Teaching materials for international standardization such as ISO Statues and Rules of Procedure, and ISO/IEC Directives have been translated and published. The construction of international platform and teaching resources for standardization education of the B&RUAS have been further strengthened and improved.
It is learned that the 4th B&RUAS Summit Forum on Standardization Education and Research Cooperation will be held in Hunan University in 2022.
